I think a horizontal gradient on the meters would get pretty close. Similar to tracks having virticl gradient "shading".

One static graphic with the gradients, and a mask B&W layer for 3D animation of the meter. All moving very fluidly and low on CPU. Makes sense, or am I miserably wrong ?

Chill out, folks.

The executable won't get bigger. It would just be an add-on.

Reaper won't always stay this small. Even if Reaper gets to be 20 times its current size, it will still be 20 times smaller than most other DAW software. Any time someone suggests making it look better, everyone goes crazy. All we want is icon sets and such, not adding it as default.
