There are already many good answers above (or on previous page).

There are many things that need to be considered:

A) Note playback
- A1) Normal playback
- A2) Repeat playback
- A3) Playback of looped items

B) Note display
- B1) At item start
- B2) At item end
- B3) In arrange view
- B4) In MIDI editor

C) Automatic note editing
- C1) Splitting notes when splitting items
- C2) Trimming notes when trimming items

D) Note recording
- D1) Normal recording
- D2) Overdub recording
- D3) Loop recording
- D4) Punch recording
- D5) Recording multiple takes

What should happen regarding playback/display/auto-edits of notes when users
1. Split items
2. Loop items
3. Trim item edges
4. Move item loop end
5. Move/trim items to create/remove gaps between items

There is no single "correct" solution to all of those things listed above. There are multiple different implementations in other DAWs. And there are also options which change the behavior. So, we could discuss about possible options required in Reaper, and what should be the default behavior in Reaper.
