It's been on. Tried on my two computers: it won't work either in Windows 7 or 10.
What you have to do is drag to insert (you'll hear the preview) and maintain the left mouse button clicked to drag the pitch (you won't hear the preview). You'll be able to do it in Piano Roll view, but not in the Notation view.
If note preview weren't on, it wouldn't work in Piano Roll view.
