Not that simple. You need to set levels before the signal reaches the computer. If not the signal will already have clipped before it reaches Reaper/Garage Band/Audacity.
So:-
1. What dea-man said
and/or
2. Your sound interface should have a gain/level control - turn it down, probably quite a lot.
Having done that then you should be able to sing as loud & high as you like.
