Well that didnt work but what did work was going to USERNAME/LIBRARY/APPLICATION SUPPORT/REAPER
and then RENAMING the Reaper folder and then OPENING the application. This rebooted Reaper and just made another Reaper folder and I deleted the one I renamed.
