Default noisy interface

So I just sold a ton of my gear off for stupid prices so that I could get a focusrite forte and have nice minimal setup. You can imagine my frustration when it was noisy as heck. any ideas about what this is and if anything can be done about it?

Sample audio: noise.ogg
(warning: starts quiet, gets loud)

mics I've tried
- oktava mk012 with a LDC capsule
- a different okatva with a SDC capsule
- Shure SM58 beta

The shure seems fine, I think it's related to phantom power. so frustrating...
