Easiest way I've been working with is:

Alt Clicking the edges of the 1 bar loop and stretching the file to 2 bars. Works really well with audio and MIDI (iirc)

Or use a metronome and jam it out.

i assume the B is for bass drum or kick drum and the S is for snare.
i will also assume with the snare being on 2 and 4 the kick is likely to be on 1 , 3 and 3+

a true half time would be for the kick to be on 1 and the snare on 3.
with the bpm the same as the other beat and the hi hat played the same you would have half the kick and snare hits.
you could also do something like put the kick on 1, 2+ and 3 with just one snare on 4.
...or...kick on 1,2+ and 3+ with the lone snare on 4.
you could also go with the kick on 1, 2+ and 4+ with the lone snare on 3.
a lot of different ways you get a half time feel depending on the type of groove you want.

Is it this what you mean?

To make it clearer try to delimit pauses with dots or so.

Logically one possibility might be something like this then, with the kik on the 1 and the snare on the 3.

I'm thinking you might want to keep the Hi-hat the same.

Code:
1 e + a 2 e + a 3 e + a 4 e + a

B B

H H H H H H H H H H H H

Technically Splaaat's proposal might be correct, but to give it a half time feel Tod's idea might be what you really want.

You could explode the items to different tracks (one item per note), stretch bd and s, like Splaaat proposed and keep the hihat as it is. Then join (implode) everything to have all back in one item again.

Very interesting.

Keeping the Hi-hats there can maintain the groove while having the full hal-time feel.

I need to visit the newbie sections more often (as a beginner you always have interesting questions)

Don't hesitate!

As you can see, I'm not too far from 5000 posts here, but I'm still learning something new.
