The 'spaces' bug has been here for a LONG time now. This has been reported before (with videos even). Ex. http://forum.cockos.com/showthread.php?t=101132

It was discovered that the root cause of this is in fact tooltips!

The workaround is to disable tooltips in Reaper Preferences. (Which means of course that you have to give up tooltips.)

Pretty clumsy GUI faux pas to leave there but maybe they assume almost no one uses tooltips? Anyway, go to Reaper Preferences and uncheck the box for 'Tooltips for UI elements'.

I guess the assumption was rather that almost no one uses Mission Control (fka Spaces) on OS X - which makes some sense when you realize that this feature already existed when REAPER was initially ported to OS X.

Note that the information displayed in 'tooltips' (which imho is quite a silly term, considering REAPER doesn't even use 'tools'; 'pointertips' would perhaps be more appropriate) is also shown in the information display at the bottom of the 'arrange' window (right above the default position of the transport controls). So you're not really missing out on any information when disabling 'tooltips'; it's simply not displayed near the pointer as well.

This bug is still alive in REAPER v6.12 on macOS High Sierra 10.13.6.

Only the "tooltips for UI elements" trigger the desktop switching, the "tooltips for items/envelopes" behave correctly.

A slight clarification: the OP describe this bug as "switching to the default desktop". In my experience, REAPER switches to whatever desktop it was started in: you can start and run REAPER in - say - desktop 3 with no problems, but if you then move it from there, the UI tooltips will bump you back to desktop 3.
