Default Cannot Record

I have a major problem and cannot find the solution.
I cannot record on Reaper, or Audacity, or Garageband.

I just updated OS X 10.11.6 (El Capitan)
I just updated Reaper to 5.22/64 582393

My input signal path is….
Mic and keyboard to a Mackie 12 channel mixer
Mixer Stereo out to a MOTU Audio Express interface
MOTU to Mac Mini via USB
Playback is from computer/reaper to MOTU to mixer to speakers.

Audio signal from my keyboard lights meters on the keyboard, the mixer, the MOTU, and the Input meter on the Mac input Preferences Set-up window. (signal also shows in MOTU CueMix application)
The Mac recognizes the MOTU in Audio MIDI Setup, input and output Sound Setup, and in System Info in USB devices.
The MOTU is selected/highlighted everywhere it is listed in the Mac setup boxes.
“Enable Core Audio Volume Controls” box is checked.

Reaper lists the Audio Express as the input device.
Sample rate is set to 44.1 Mhz on both the MOTU and in Reaper.
Buffer is set to 512 in Reaper.

When I open a new project in Reaper, add a new Track (using default settings), arm the track to record, nothing shows on the meters for the track when I play the keyboard (everything else in the chain shows signal).
If I begin recording, no signal pattern is created in the scrolling track.
When I play back the track it is silent.
If I open an old Project (that was recorded with this same equipment) everything plays, all the Reaper track meters work, etc.

I have tried everything I can think of the fix this.
I have gone over every setting several times (including trying to record in Audacity and Garageband.)
What am I missing?

I would first try to get the audio interface to work without the Mackie, be it by recording a guitar or a microphone.

Second step would be a VSTi recording with a MIDI keyboard.

If that works, the Mackie should be connected to the line-in of the Motu.

Maybe the Motu OSX manual helps?

PS: You didn't mention, that you activated record monitoring on the Reaper track, but nevertheless something should get recorded, so the input isn't active or correctly setup. Input source is correctly chosen on the track?

Chris,
Thank you for your reply.
While starting to do the things you suggested, I went over all my settings again.
It turns out that I had never clicked on the new track meters to select in input to the track.
Once I did that, the meters worked.
I recorded a short track just to verify that everything was working - and they are - master and channel meters on the mixer below, etc.
