+ MIDI export: set MIDI clock properly [t=188300]

I made a Bunch midi patterns a few months ago to use as track templates for some custom metronome stuff. Using reasamp/metronome clicks and one bar midi items with all sorts of different time signature and tuplet stuff.

I want to be sure these mid files exported properly so people aren't using thes custom metronome track templates with the timing off..

How do we check older midi files to make sure they are in time? Or is this fix something different?

.mid files have an obscure specification that essentially tells the importing program or device to divide the time signature by some factor. This specification is ignored by every importing program we are aware of -- except Finale, which prior to this fix would import a type 1 .mid file from REAPER by converting 4/4 time to 2/4, etc.

Heh, absolutely - I'd rather they were (mostly) bug-free before pushing them out the door.

I'm happy with the arrange swing grid in this release, it's been a long time coming

#1 in 5.41 probably, #2 is a lot more complex (and macOS-only) so I can't give any guess on that.
