If the theme in question is making use of the OL and/or BG image files
for the buttons, it would be as simple as going into the theme's folder,
(when unpacked), and renaming those images, or moving them. Example:

The primary image for a button:

mcp_recarm_on.png
mcp_recarm_off.png
mcp_recarm_auto.png

These are the main images that make up the different states of the
recarm button, however, if the themer has applied lighting or shadow
using the optional image files, (the correct way), then you could rename
them so that REAPER does not find and use them.

mcp_recarm_on_ol.png
mcp_recarm_off_ol.png
mcp_recarm_auto_ol.png

These images will probably be the same size as the above images, except
mostly transparent with either shadow fx or lighting fx or both,
to make the button appear 3d or shadowed, or lit.

Rename these images to something like the following:

mcp_recarm_on_ol_OFF_.png

That way REAPER does not find and use them.

Note: Themers sometimes use these overlay images to hack. Meaning if you
disable them, the panel may not look correct, or the lettering or
scale info may not show up, or even the button itself.
Also, sometimes, themers will draw the button onto the panel background so
that it is easier to line up during the scalar input stage, or even
do that so that they can use the button image and overlay files
for yet even more hacking.

In any of these cases, you may have troubles. You will have to
open these files in a graphic editing app and manually edit them.
Alternately, you may ask the help of an experienced themer such as myself
or anyone here at the forums, or the designer of the theme in question
himself to help you by doing the necessary work and uploading
the new version of the theme for you, so that you can simply
drag it into REAPER and viola!

I may be willing to do this for you, if you tell me the name of the theme,
and which buttons, or all, that you want to appear without shadow, or any
other mods you want performed.
