Default Why can you not add dither to a 16bit file?

Adding dither noise to an undithered 16bit file, wouldn't it also mask the quantization noise/distortion and do its work well? Why do you have to add the dither before you reduce the bit rate since it's going to end up at the lowest end of the 16bits anyway?

Dithering works to replace data lost from higher bitrates being downsampled, so there's technically nothing to add at 16 bits if they're already there. I don't think it can be used for the purpose you describe, but it's an intriguing thought to have it mangle tracks already at 16.
