A wild and probably stupid marketing idea: include 1 different extra plugin in every monthly contest. Either free, so anyone can download it, or sponsored by the manufacturer, so everyone participating gets a free copy.
Choose a relevant plugin carefully. Plugin fans might participate and if you succeed in finding sponsors, people might even participate to get the plugin.
That would more or less exclude expensive heavy-weight plugins, but I don't see that as a big disadvantage.
It only needs someone well connected with the plugin makers...
