Yes, I'm talking about the Hardware Outputs which are set up in the Routing or I/O panel of the Master Track, as you can see here (starting at around 2:44):

If you haven't already, you might also try to test it this way:
1) First check if monitoring the output from the Scarlett directly works: Digital Keyboard -> Midi -> Scarlett 18i6 -> USB -> Reaper -> Line Out -> Monitor
This way you'll know that the audio routing in Reaper from the Keyboard to the Scarlett output is working.
2) Then add the Xenyx into the signal chain (using the same Scarlett output): Digital Keyboard -> Midi -> Scarlett 18i6 -> USB -> Reaper -> Line Out -> X1832 -> Monitor
If this doesn't work out of the box, it's most likely a setting on the Xenyx ...
