Can you provide more details? 3rd party effects? Built in Reaper effects?
I have to say, all is working fine for me and a myriad of other folks, so we'll need a lot more information before we can be of any assistance.

Maybe it's a good idea to first read a bit in the manual so you know some basics like how to add a VST(i) directory so that Reaper can know what synth's or FX you have. After that it's probably also a lot easier to ask a question which rules out a lot of possibilities that are already dealt with in the manual.

Go to 'Preferences',
under 'Plug-ins' choose 'VST'
and then type in your vst plugins path(s).

The built in effects like EQ etc. should work straight out of the box if you insert them in the FX bus -- something is off here.

Run the installer again and make sure all checkboxes are checked in all branches of the installer menu. Don't run REAPER from the installer (decline the "REAPER was installed successfully, run now?" prompt).

Kinda sorta working fine for me but I had some glitchy playback on a tune I'm working on. I added 6 vocal tracks and each had reverb, compression and EQ added as effects. On the right panned tracks (I had just duplicated the left ) I also added delay to give the vocals a natural time separation. To troubleshoot, I started disabling the effects for each track one by one and sure enough, playback improved. By the way, I also added compression to the master track.
Compression: Scarlett Red 3 from Focusrite
EQ: Scarlett Red 2 from Focusrite
Reverb: Scarlett Reverb from Focusrite
Delay: ReaDelay from Cockos
Funny thing is, the project rendered fine with all effects enabled.

In v5, it went from displaying the JS FX names as filenames to being their human-readable descriptions. Is it that you can't find the JS FX that you are looking for? In the FX browser menu, there is an option to show the JSFX filenames...
Barring that -- can you post some screenshots?

Screenshots can be helpful... Others may spot something that you didnt. The author of the program is trying to help you and you kinda blew him off.
providing as much detail as possible will help get this sorted for you.

First of all, reinstall v4.78 and make sure that all is still working there.
You can just install it over the top of v5.

ok ...stop and think for moment:
reaper runs perfectly for me and thousands of others on a wide variety of PC's and Mac's, both with many types of audio cards.
so for starters, you must be experiencing some problem that is related to something you are doing wrong or some problem with your computer system... you see?
now, 'normal audio card', tell us nothing.... so I ask again:
what is your audio card and what are the settings for it in the reaper preferences? a screen shot of that would be helpful...

Stab in the dark:
You are probably hearing the signal directly from the audio hardware and not monitoring through reaper. Try the JS noise genereator effect and see if you can hear it, and if you can put an EQ after it... for example.
Or just record some doodling and put an effect on that.

I apologize for blowing the creator off...That's not my intention...Ok, the sound card is a Realtek High Definition Audio Driver...As I said before, I'm guessing it's something in the Preferences screen but if so, I'm not sure what to do

Screenshots of preferences and screenshots of the VST window up and them inserted etc. Even better download licecap and make a video GIF of inserting one and it not working and post it here. I'd hate to waste post after post of us not seeing and only having "it isn't working" to go by.

In Preferences..Under Audio Device, I'm set to ASIO
When I insert a track and click on FX, I pick the effect but it doesn't activate
Barring pics, this is the best description I can give...When I click on FX, EZ Drummer is the first thing it defaults to unless I remove it..Don't know if this would be a factor or not

You are double-clicking the FX (or dragging it onto a track) aren't you?
And, exactly where are you clicking on FX?
Screenshots would really help: How to post screenshots(in Post #2)
Did you try going back to v4.78?

No no no - Windows 7 has nothing to do with it.

Ok...apparently the effects now work BUT they only work after the fact..for example if i record a guitar line, the echo or chorus won't take effect prior to recording when I access them, they only function on playback...peter, I know you want screenshots but it won't upload my pics...I'm trying to condense as much info as possible so I don't have to make numerous 2-3 sentence posts

Have you hit the play button?
Likely a shot in the dark.
Are you just loading an instrument and trying to play it (with the transport in STOP) ?
You'll need to record arm the track, and set up the input if using an instrument.
or maybe...
You need to enable "Run FX when stopped" in preferences?

This is normal with post fader fx. You have to enable input monitoring to hear the fx. Youll likely have some latency

Looks like we got there...
you can enable input monitoring as thequietroom suggests.
you can also put the FX on the INPUT FX chain-however this records the effect to the track (might not be what you want)
