Default Virtual MIDI Keyboard - Support International Layouts

* Request
Support international keyboard layouts (instead of hard-coded US only) for the Virtual MIDI keyboard (there are different layouts, such as QWERTZ etc.)

* Benefit
Be able to use the virtual MIDI keyboard without twisting ones mind into knots.

* Reason
The virtual MIDI keyboard is helpful in particular on laptops, on the road, when no real MIDI keyboard is available. However, the machine I am using right now for example has a German keyboard layout. As a result Z and Y keys are swapped, making the MIDI keyboard a mess. C3 for example is in the middle of the top row (where a QWERTY Y is). I wished I had a US layout but laptop keyboards are hard or impossible to swap.

* Implementation Suggestion
Do not hardcode the US layout for the virtual MIDI keyboard but use the localization API or whatever is available to developers and adjust according to the system settings.

Already possible by using reaper-vkbmap.txt files.

Yeah, sorry about that. I just spent the last few hours figuring out how to hack Roland drivers to get the GP-10 to work on Win 10 and my trouble shooting energy was depleted
