Key shortcuts does not work properly (OSX)

Hello everyone. I've got a serious bug on OSX. I can not get key commands work fine with different keyboard layouts. In Russian layout it does not work at all.
It works well when I click on main/arrangement window (USA layout). But when focus is currently on floating VSTi and click on this VSTi, it makes "bleep" system sound and any shortcuts doesn`t work after. So I need to click on the main window all time to make it works again.
Important thing that any shortcut with Cmd make actions works fine. But I don't need cmd in my shortcuts.

Same issue is on Windows and on any keyboard, it's a design flaw.

Yes, people have that issue, everyone that uses key shortcuts and plugins in REAPER. Not all use plugins or shorcuts, but here's what people do to work around it:

- move to another DAW
- use a MIDI controller for transport (my choice, if I wouldn't have a hardware unit with transport buttons I wouldn't use REAPER anymore)
- use Autohotkey or similar to set screen focus to main window before they key command

And why it's not fixed?

- developer doesn't read these
- developer doesn't understand why non-functioning key shortcuts are a massive usability issue
- developer doesn't care
- developer doesn't know how to fix it

Pick your favourite option, one of them is correct.
