To OP: Again another depends question. The DSLRs of the last 5 years offer incredible video capabilities comparatively. Some of which you can't get without spending multiple thousands of dollars such as interchangeable lenses allowing short depth of field etc. Great for making videos that look like movies. Before those existed, you'd be buying cameras not too much unlike what Jerome just posted.
I use a Nikon D90 for that purpose that I bought around 2010. I already had lots of Nikkor glass (lenses) so not much of an investment. However, a small 28-105 or similar lens + a similar camera will do the job. You don't want one of those handicam type cameras which are somewhat wide angle and very narrow aperture all the time and can't be adjusted. You could never do a video like the one below with one of those handicam type cameras (unless they have changed since I last looked)...
