Haha. The comparison between Protools on a huge track height, displayed in this feature request in the issue tracker. Green line is Reaper, black is Protools, the coloured illustrations are pieces of db-linear scales :
Of course nobody ever zooms in like that. Cockos are still figuring this out, or getting to when they'll be figuring it out. Still need to go boldly where everyone has already been.

Hello : six years now, and it is always so irritating to have to zoom an item full screen just to have a chance to adjust the points below -30 db...
But, of course, I am confident that it will be soon considered ;-)

Yeah, the scaling is pretty bad.
Here's BWS (random example)from +6 to infinity in 6db steps every 1/4 note at 120 bpm...
... and here's Reaper doing the same and running out of editing space way earlieer near -30, the last point. The first 6db step from +6 to 0 takes up half of the envelope lane...

No, imho this isn't "pretty bad", as far as GUI's go, this is absolutely terrible.
It's "pretty bad" that we can't even work around by zooming vertically - we can only increase the height of envelope lanes. But REAPER can't maintain it's focus on the envelope lanes when doing so - which, again, is absolutely terrible.

A definitely big +1 on this for me (just as for this thread/feature request).
I just have the same problem within a project : automation had tobe bewteen -30db / -40db, it was not very convenient to do... ^^
Added to my feature request list.

Volume scale
Sorry, just now finding out how long this has been an issue.
I take it that it is something that nothing CAN be done about? That is, impossible to fix and keep the program's files backward/forward compatible?
One thing I've started to try, and please stop me if you've already done so, is reducing the volume of the media item itself via the "Item Volume" and then the volume automation sort of has "what's left" to control. At first glance it's working a bit, but have yet to push the test.
Like I said, if you've already been through this, please stop my time wasting.
Also, has it helped anyone to change the Volume envelope range in the Envelope display under Editing behavior in preferences (attached)

Yes, you can either lower down the volume item, or add a track fx to lower done the volume, but be sure that it will not have other consequences (depending on the signal flow, if you have other fx etc... That's why a fx to lower the volume placed after the other fx is the best solution.
The fact is that if you need the whole -inf +12 db, or if for convenience you needed to make your automation in a specific range, it will not be a perfect solution. That's why I voted for this :P
I think it could be developped without backward compatibilty issue because it is just a visual behaviour, it doesn't change the nature of points and envelopes.
