Default Disable MIDI ruler time selection?

Hi,

I would like to disable time selection editing in the MIDI window, but no matter how many mouse modifiers I disable for the MIDI ruler, I am still able to edit the time selection by click/dragging across the ruler.

However, I am able to disable editing the time selection for the main ruler simply by turning off the first mouse modifier (Default action) for the Ruler left drag settings. Even when this is disabled, I am still able to edit the time selection in the MIDI window.

(these options can be accessed via REAPER Preferences > Editing Behavior > Mouse Modifiers or while a MIDI window is open, via Options > Mouse Modifiers)
