Clear Type/Font Smoothing is not be followed in places:
There are a few places that Clear Type/Font Smoothing is not being used. Some things have been fixed, but these areas are still problems. This is how it looks on the 3.05pre3. (Faster Text Rendering is NOT enabled)

Either the windows that currently lack cleartype maybe the kind of windows that are not 'clear type'-able? (which makes it out of scope for cockos).
Otherwise it is a bug and it should be fixed ...
My quick scan of the net (ahem), didn't find a clear answer to the question if cleartype turned on will automatically turn all fonts displayed via the win apis to be smoothened. so ... maybe a dev would like to comment?

Update
Issues:
1. Top ruler
2. Actions Menu and Macro Creator (kinda the same)
3. JS Effects
Never Broken, but needs attention
1. Big Clock...never broke, but Clear Type doesn't do much for it, due to the font and how large the type is blown up. Maybe good if you could chose the Big Clock's font separate from everything else.

...but it's true that the Big Clock letters could be better antialiased.

I think it will use too much CPU/RAM because of it's speed. I noticed it's not very noticeable with different fonts, which is why I suggest another font setting for the Big Clock.

Edit first # 1. Top Ruler and Main Clock...they are enabled with Clear Type, but not when MS Sans Serif Bold 9 is enabled. If the bold is disabled or you switch to say Arial you get Clear Type back. Very weird!
and 4. Consolidation Window & Project Settings when OGG Vorbis is checked

MS Sans Serif is not a TrueType font like Arial, it's a pixel font and is not affected by font smoothing unless you scale it to a size it doesn't support.

I had no clue that True Type is the only one that works. So why if I open up the fonts (Windows Explorer) it obeys Clear Type? It works with Arial, which is also Open Type.

Hm, there appears to be two different MS Sans Serif, one TrueType and one VGA res. The VGA one is a pixel font in fixed sizes, the one you see in a lot of Windows dialog boxes and control panel applets. It looks to be the VGA one that is used in the ogg settings dialog.

As of...3.14rc2 - Okay, forgot that the Timeline/Main Clock (not the big clock) was also not yet fixed. I must mention that they are not so much broken but the current text Microsoft Sans Serif/Bold does not respect the Clear Type technology. I switched to Arial/Bold and it works nicely.
- Oh, and JS FX still are not allowing Clear Type.
