Not free, but surf easy is pretty good on ipad for around €25 for a year.
You get a very limited free trial - about enough for 1 hour of video streaming.
On a windows pc identity cloaker worked well for me for €80 a year (you can buy a 10 day trial for €5).

Yes, everything on YouTube is pre-screened and has to pass rigorous license checks and quality assurances.
It can sometimes take minutes for new material to get posted.
