Default Option problem

When I try yo run Reaper I get these messages

There was an error opening the audio hardware:

Error getting ASIO buffer size

The following MIDI inputs could not be opened:
X-TOUCH COMPACT

I deleted everything related to Reaper and took out every reference in the registry. WhenI reinstalled I still get these error messages.

I am running Windows 10 Professional. Could that be the problem?

I have 32 GB memory.

Thank you for your reply

I discovered the error occurs when I open Sibelius while Reaper is open. If I close Sibelius Reaper behaves normally. I haven't figured out why this happens but at least I have isolated the error.

I never saw this error before.

I will check Sibelius to see if they have any idea of why this is happening

Sibelius take control of your MIDI device. Disable it in Sibelius preferences.

I have solved the Sibelius problem but I am still stuck with the X-Touch Compact. I get the Error opening devices screen with the message
The following:

MIDI inputs could not be opened
