I've created an articulation mapper plugin which uses the built-in notation features of Reaper to trigger sequences of midi-notes/midi cc. It can handle up to 4 elements (note or CC) per articulation.
I haven't got around to making a proper release of this yet, so you need to install it manually by copy/pasting the files for now.

I don't want to pre-empt your experience if you do try it, but here's my personal perspective FWIW.
- Creating articulation maps
I doubt a GUI would make this much easier, which is why I've left it as a text file format. For one thing, text files are easy to search/replace which makes it much easier to generate new maps based off old ones.
The parsing isn't very robust and is case sensitive, but it will get the job done. Watch out for whitespace in the wrong places. "Bad" text in the file has crashed my reaper instance before, and though I've fixed most of the problems there may be some still lurking.
- Assigning articulations
Your best bet is a custom Midi toolbar with 'Add notationX' items on it. You can also use Reaper's arm-action mode with that toolbar (right click) to pick notes while its armed. Custom notations are a different story - I can't see a way to easily add these to toolbars.
If you have any good Reaper-native workflow solutions to this please post here; something that almost lets you "paint" with articulations would be ideal.
