Default GetUserFileNameForRead() - Rename to GetUserFileName()

I'm not sure why the "ForRead" is in there as the function returns a file which your ReaPerl/Python script can use anyway it chooses. Could be misleading as it is.

The point is how the dialog works. The not yet implemented "GetUserFileNameForWrite" would allow the user to input a not-yet-existing file.

Two questions:

1. Does the file open dialog look exactly like regular Windows one (for example, when loading note names)?

2. Does it save its last used location?

I've been thinking, which I know doesn't often happen.

I suggest these names would be a better fit:

GetExistingUserFileName()
GetNewUserFileName()

5 years later,
What happened to "GetUserFileNameForWrite" ?
is there a way to prompt the user for a new file to be created?
At least from Lua?

We definitely need this.
Script like this one Lua Script: Export/Import subtitles SubRip SRT format can inspire a lot of other "export file" scripts, and will definitely get better with a proper write file panel.
