Default Contour Shuttlexpress and focus

I've been using the Contour Shuttlexpress and I think it's just about perfect for my needs, except I'm probably going to have to return it because it doesn't work when I open a VST window. It follows focus and Contour tells me there's no way of changing this.

This basically defeats the purpose of the wheel while using VSTs.

Is there any other jog wheel alternative like this (With two jog wheels and a few buttons) that will allow me the same kind of software control without being limited to focus?

EDIT:

OR... is there a way to set up Reaper so values from the keyboard don't effect VSTs and somehow still effect the main reaper window? (I'm using short cuts like "arrow left", etc to send data from the Shuttlexpress.)

There is a way, but not directly in Reaper. You would have to use Autohotkey https://autohotkey.com/ . It would intercept simulated keystrokes from the jogwheel and would send desired actions directly to Reaper, no matter where the focus is.
