If that field were 0 by default, then the start note (number 0 = the bottommost C in the MIDI editor) would play the original pitch. It would only ever transpose the sample pitch upward with any other MIDI note it receives. Playing a C in the middle of the keyboard would pitch the sample upward 60 semitones, wouldn't be a good idea.
ReaSamplomatic's default settings play the original sample pitch at the A in the middle octave (number 69). 60 would be the C below that. I think that's what other samplers chose as default root note, but am not sure - been a while. Maybe 69 was more to Justin's liking for - err - for some reason?
I don't get a crack of noise, but only just threw in a snippet of an item to check. No experience with ReaSamplomatic, I never really played with it.
