Default REQ: offset MIDI chord notes (strum)

I've recently started scripting but I'm no where near the level where I can script something useful. In the meantime, I'd like to make a request:

I would like a script that slightly offsets the start times of chord notes. The lowest note in each chord should not move though.

*BTW, the arpeggiate mouse modifier only works correctly when the lowest notes of each chord are the same (not musically realistic).
