Default Using MIDI CC to control track Volume without Actions?

Im looking to be able to map volume control to tracks with a outboard controller - BUT can't figure out how to change the mapping's per song without having to reassign them inside of actions?? for every song!

I know how to assign mappings inside of actions and save them there..in the actions window..so i have to open actions and load the mapping to each set manually.

but doesn't reaper offer the feature to have choice mappings load with a song?

I need to be able to assign them different to every song,

song sets, ya know? like bounce from one tab to the next and then have different set of Volume control assignments to each one.

can this be done? how?
