How do I make tweaker settings permanent inside of the theme itself.

See the "Save Theme..." button on the top right of the tweaker window? That saves the modified theme.

1. Open the ReaperThemeZip file you want to edit with archive manager.
2. Copy the name of the directory that contains the .png files for the theme

3. Open the RepaerTheme file that you have outside of the theme in a text editor
4. Find this string: ui_img= and replace the entry (the default one is the filename of the Theme) with the name of the directory. Save the file.

(back to the archive manager)
5. Replace the ReaperTheme file in the ReaperThemeZip with the file you just edited

Done

Actually if I understand correctly you make some changes in the Tweaker and then you want them to be loaded every time you load that theme, correct?

If so you have to save the changes you make in Tweaker. That will produce the separate ReaperTheme file that you have to edit in text editor and replace in the ReaperThemeZip file, following my first post.
This way when you load the ReaperThemeZip file it will load with the changes you made in Tewaker.

Your method sounds as though you still have the two files: theme file and the tweaker file.

After you replace the file inside the archive it is safe to delete the other file and leave only the ReaperThemeZip file.

I have done that a different way but with the same result.

1. Do changes with tweaker
2. Open archive
3. Rename tweaker file if different from the file in the theme
4. Copy tweaker file over writing file in theme
