Default Reaper is in mono!

For some reason everything I play in Reaper is in mono, despite all volume monitors showing correct volumes for the stereo tracks.

When I render it out it is in stereo. All other audio apps work fine on my computer.

I don't have the mono button turned on the master track. What's going on??

There are 2 reasons:
1. You have mono plugin on master or other track
2. You pressed "Mono" on the master.

Thanks for the suggestions but I have no plugins on the project, nor do I have mono switched on for the master. Something more tricky is at fault.

Is there an application that controls the settings of your Scarlet 2i4? Could be something screwy going on there.

Wooo! I stumbled upon the solution randomly.

I clicked on the [44.1KhZ 24bit Wav] text at the top of every Reaper project and it gave me a "secret" dropdown menu, and had something called "Monitoring FX". I dunno what that is, but it seems I had a VST on it! Funny thing is, aside from making all my projects mono it was also colouring the sound. Arg!
