You'll notice some parts of the GUI are colours, whilst others are images, which is why the element finder is split in 2. When you alter just colour elements, save the file with the "Save Theme" button in the Theme Editor, otherwise your changes will be lost.

Edit As you're on Windows, you may find Inkscape or Gimp easier to use
