Yeah, it's very confusingly worded. You'd expect checking the box would disable control-click menus rather than needing to check the box to enable them. As you said, just about ever app I've ever used has contextual menus that you access with control-click (with right-click being the default shortcut for control-click).
Reaper lets you re-purpose this key for additional keyboard shortcuts (just in case shift, option, command, & combinations of them aren't enough). I mistakenly unchecked this a while back too thinking 'hmmm, more shortcuts sounds good' until I realized it disabled access to right-click menus.
