Default Play Cursor Won't Move - Audio Settings - Need Assistance

Greetings.

I'm hoping someone can please help me figure out what is going on.

Sometimes when I open a Reaper project (i.e. that was working perfectly the last time a closed the program) and I hit the PLAY button nothing happens. The play Icon goes green, but the cursor does not move?!

I'm using ASIO4ALL.

So, I check for conflicts, but no other audio device is open or being used. I even open the Task Manager to make sure an audio software (like Windows Media Player, for example) is not stuck on stupid, but nothing doing. Nothing is running hidden in the background.

I try opening other Reaper project and same problem.

To fix this I need to change the setting to, say WASAPI. This is not always straight forward, at times I need to change the BIT RATE for WASAPI to work?!

But, even stranger, the next time I come back to work WASAPI does not work and when I change it back to ASIO it works...

How silly is that?

I could let it be and do the sound setting dance, but I would prefer to know what is going on and fix it.

Can anyone please assist me in solving these issues?

You need a default audio device running for ASIO4All to attach to it. Its an audio bridge.
Reaper should have ASIO selected for ASIO to function.

Try changing the Windows Default Playback Device to the soundcard that you are using ASIO4ALL with.

Right-click the speaker in the notification area.
Select Playback devices.
Ensure that the playback device you are using ASIO4ALL with has a green check mark and says Default Device.
