Hey pbk.
I'm not sure I'm following what's actually happening in your licecap. But that is partly cuz it's often difficult to follow what happens whenever a Reaper tempo change/time signature marker is moved.
Very frustrating. Especially when both tempo and time sig change are involved (which doesn't seem to be the case in your project...?) The 2 functions need to be separated, as they have nothing to do with each other, and their sharing a common marker regularly creates problems.
So though I can't put you out of your misery, you have my commiseration. fwiw.

Hi Marah.
Yes, what I'm trying to do is to position the tempo marker precisely at 72.1.0. Reaper just ignores my input or it is not correctly calculating the position because the tempo transition gets in the way.
IMO, if the user wants the marker at a certain place, that should be the priority, and Reaper's calculation should be adjusted to achieve that.
It is also very annoying that whenever you use tempo transitions, the MIDI items after it get stretched and their start position moves, which is just wrong behavior. You can also see how the MIDI item is distorted when moving the marker in the licecap. Maybe there is a setting that fixes this?

It's not wrong, it's optional. If you prefer it not to happen, change the timebase defaults in your project settings (and update your default project too if you have one).

Regarding positioning tempo markers, why not use snap? Also, there's an option in the grid/snap settings for snapping TS markers to whole measures.

Oh, that did it! Many thanks. Although as G-Sun reported, the positioning of time markers seems to be a bug. Using snap didn't fix it either.

My current song has a lot of tempo changes. I am realizing Reaper still has a long way to go to get them working right. Some quirks are annoyances, others simply buggy behavior.

Hi Schwa, Thank you for looking into this.
My experience is different from pbk's.
I am seeing this issue when there are no tempo changes at all, either gradual or immediate. It is exclusively associated with time signature changes.
More specifically, I see it in projects where the tempo is initially set in Project Properties, and where the only timeline "tempo changes" are those that are by default part of the common time sig/tempo markers -- these markers all indicate the same tempo as set in proj prefs (always a round number), and none of them are marked as gradual.
If there's any way I can help you get to the bottom of it, just ask.
