Default Project sample rate change causing MIDI note pitch changes?

I'm reporting this to see if my observation is to be expected or if there is a possible bug. Short description is that MIDI notes entered using piano roll are shifted 1 whole step higher when sample rate of 48000/24 is selected. When I revert to 44100 pitch is correct checked against E string on electric bass and digital tuner.

I stumbled onto this when revisiting an old project that mysteriously got pitch-shifted. After exhaustive parameter checking and experimenting I discovered project sample preferences were set to 48000/24. Changing to 44100, along with 16 bit sample rate, seems to have fixed it. Not sure of if vs 24 is relevant.

Win7/64 with Reaper/64 v5.33. VSTi == Adam Monroe upright bass.
