Default Crackling

I have a crackling issue in Reaper. I am a long time Samplitude user and tried Reaper last year but the midi was not where it is today so I thought I'd try it again. I'm running Windows 7 64 with a usb soundcard set to 256 24 bit. Using an instance of Kontakt "live input" routed 16 out with various vst's running. In Samplitude I have no problems with crackling. But with the same exact setup in Reaper I get alot of crackling until I increase the buffer to 512 which in unusable because of the latency/delay. Even at 512 theres even a bit crackle. Any Ideas?? I am also suffering from crackling with my RME HDSP 9632 at 88.2 kHz / 512 samples, Windows 7 x64 w/ i7 3.4 GHz CPU and 24 GB RAM, when there are a lot of FX being processed (Reaper reports 25 FX, CPU load is only ~12% though). I have to increase the latency to avoid crackles. I have Reaper 4.13 x64.
