New Action: "Show/hide properties window"

I think it would be nifty if the Action to open the properties window is changed from "Edit: Event properties" to "Show/hide properties window" -- similar to how the Action for opening/closing the Filter window works.

At present, the "Edit: Event properties" Action does not toggle between opening and closing the properties window, and there is no separate Action to close a properties window. If the properties window gets hidden behind other windows (which sometimes happens in Wine) it can be a bit of a nuisance to find the hidden window. In contrast, if the *filter* window gets hidden, I can simply press a shortcut key twice to close and open the window, which brings it to the front.

Also, if I add a button for the "Edit: event properties", the highlighting of the button does not reflect the actual state of the properties window: when I close the properties window, the button remains highlighted.
