0dB normalization (FIXED)

Clips should not go above 0dB after normalization. Quite often, I'll import or record a clip go to item processing - normalize and end up with a clip that is +0.3dB or higher. With the 64-bit engine, I imagine that this is not a problem but 0dB normalization should mean exactly that and not something that appears approximately 0dB give or take a few dB!
