drag clips horizontally too low, new track created

When you drag clips horizontally and accidentally move too low, a new track is created. I think it would be better to create this track upon MOUSE BUTTON RELEASE only, so that if we don't want this new track we can easily move the clips back up before releasing the button - and not have to delete the unwanted track each time.

(I swear anytime I move clips around I get this annoying extra track! No big deal, but this is the nitpick forum...)
