Vertical Zoom out

I mentioned this a long time ago, but it still seems to be happening:

When I zoom out, I cannot find a zooming policy that will always show me all my tracks, when I've zoomed out far enough that they will all fit. But I think ALL zooming policies should do this.

If I zoom out enough that all tracks (plus maybe a track's worth of empty space below) are visible, I should be able to lose the vertical scroll bar and see all the tracks. Works this way in Logic and Cubase.

Currently the max zoom will let you read the track labels. For anything even more zoomed out, you can use the navigator window, which makes it easy to focus on a particular part of the project without losing the overview of it all.

The "`" key(if it's the default), which is above the TAB key, vertically zooms out to that maximum overview level.
