Scrolling in dialogs

I went to save my project and was trying to scroll down within the save dialog, but instead of scrolling, it just zoomed in/out on the timeline. The save prompt was active and the mouse cursor was over the section I wanted to scroll, but it didn't scroll. This was using the two-finger scrolling on the trackpad of my Macbook Pro.

I am still seeing the problem in the actions list - ppc 10.4.9
