MIDI CC reset when looping
MIDI CC values are reset to 0 when playback loops

Reaper resets MIDI CC values to 0 when playback loops. It happens even while looping inside a single item. Reaper v4.0 works as expected (i.e. CC does not reset when looping), but v4.10 is broken. It is also quite strange that first loop resets CC to 0, 2nd loop gets the correct CC value, 3rd loop resets to 0, 4th loop is correct and so on.

UPDATE #2 (04-30-2013):
This bug seems to happen if there is note end exactly at the loop range end location, or loop range end location is inside a note (between note start and note end).
The bug does not happen if loop range end location is at empty location where there are no notes, or if the loop range end is exactly at the start of note.

The attached .RPP demonstrates the issue:

- The item within the loop selection doesn't contain CC messages
- The item left of the item within the loop contains a single CC#1=127 message

Expected: The item in the loop chases the CC#1=127 message from the previous item

Actual: The item resets CC#1 to 0 at every other loop pass as described in the OP = chasing of earlier CC data is semi-broken. :)

MP3 demo: https://stash.reaper.fm/16255/ChaseIssue4785.mp3 (autopanner controlled by CC#1)

Odd observation: Glueing the 2 items and then splitting at the exact point as before fixes the bad behavior.
