New action - Duplicate selected item(s)/note(s)

Current actions (macros) are too limited or not really functional!

Despite that we have a workaround of duplicate as a macros it doesnt always work as expected. I tried my own macros first then another one but sometimes I have my duplicated items offset vertically :( and that sucks. and it would be also cool to have that duplicate command work with MIDI notes.

DONE (3.61) for audio items. "duplicate notes" still missing in MIDI editor! DONE (5.05)
