plugins still active during automated mute

plugins disable during manual mute, but are active during track automation mutes

plugins disable correctly when mute is clicked manually, but if the mute is automated on/off, the muted plugins still burn cpu.

this makes it hard to manage cpu performance in big projects properly.

would rather be better to have a enable/disable envelope dedicated to this thing than share it with the mute button.
Many times i have tracks muted but i dont want the plugins get disabled (there is a global option in "preferences" for this)
