FR: Allow non-musical grid values

Summary: The idea here is to add the option to display a grid in value such as hours, minutes, seconds, samples, etc. Basically a grid option to match every Ruler display option. This is especially useful for people doing post but also useful for people doing music as well. This way you could perform edits against this grid and snap things to more meaningful grid lines in certain situations.
