Split MIDI Clip: Replicate last CCs into second clip

Insert initial MIDI CC messages when a MIDI Clip is split

* Benefit
The second clip starts with the proper MIDI CC message values carried over from the first clip, so that its performance is kept no matter where it is moved.

At the moment, the active values are not carried over so the second MIDI clip may be wrongly processed if it is moved. Its state depends on what it follows, as it will processed according to the last MIDI CC messages in whatever clip it now follows.

After all, before splitting the last CC message before the split point applied through the MIDI clip. So after splitting it should still be applying to the second Clip. In many ways, it is functionally equivalent to splitting an audio Clip with an Item FX on it. The FX is added to the second clip.


* Implementation Suggestion
Insert a CC message for each active CC at the start of the second clip with the same value as the last CC message in the first clip.
