Toolbars Always on Top Priority

Hi !

Just a small "non really good behaviour" I wanted to report.

Context :
When an element of the UI is set to Always on Top, for exemple, a Toolbars, the tooltips appears behind it, hidden and non-readable.



Desired Behaviour :
Tooltips are important in order to remind us what button does what (especially if you have a lot of toolbars full of icons as I do)
The Tooltip Always on Top Priority has to be the maximum value. A tooltip should not appear behind anything else.

Actual Solution :
Don't set Floating Toolbar to Always on Top.
