Only replace main arrange cursor when arming toolbar buttons, don't change trim/fade/stretch/etc. cursors

Currently when a toolbar button is armed, the mouse cursor switches to the "armed" cursor and it takes over every other cursor on screen. You cannot see the trim/fade/time stretch/volume handle cursors until AFTER clicking in the zone, so it is very difficult to find that zone in the first place when there is no cursor change to indicate you are hovering in the right place. The action assigned to the toolbar button is NOT invoked when clicking a fade zone, trim zone, volume handle zone, time stretching an item, etc. So why should the "armed" cursor take over the cursors for those zones?

The "armed" cursor should only replace the main pointer cursor and should only be displayed when the cursor is NOT in one of the zones in the arrange window that causes a cursor change. This would mean you could see that the cursor was armed 90% of the time, and any time the cursor is in a place where clicking will NOT invoke the action anyways, the relevant cursor will be displayed instead.

Implemented in 3.72 (someone needs to add that version number to this project, only goes up to 3.69)
