I haven't seen similar behaviour here using elastique. transients are all looking to line up correctly. 3.03pre2.
I don't have Dirac...does it do the same with other algos for you?

This may be a property of the Dirac LE algorithm itself, and thus possibly outside the control of the Reaper developers.

Yes, the Dirac timestretch algorithm is sacrificing the transients. Try Elastique instead (pipelineaudio says he uses Elastique efficient for drum stretching).
